                                                                          PRIME MINISTER'S DECISION ON
                                                   Functions, tasks, authorities and organizational structure
                                            of the National Centre for Socio-Economic Information and Forecast


                                                                                    PRIME MINISTER


Pursuant to the Law on Government Organization dated 25th December 2001;
Pursuant to the Government’s Decree No.178/2007/ND-CP dated 3rd December, 2007 on functions, tasks, authorities and organizational structure of ministries and ministerial-level agencies;
Pursuant to the Government’s Decree No. 116/2008/ND-CP dated 14th November 2008  on functions, tasks, authorities and organizational structure of Ministry of Planning and Investment;
At the proposal of the Minister of Planning and Investment,
 

                                                                                        DECIDES
 

Article 1.Position and functions
1. The National Centre for Socio-Economic Information and Forecast (the Centre) is a scientific organization at the national level under the Ministry of Planning and Investment, exercising the function of establishing information system for socio-economic state management; forecasting, warning domestic and international socio-economic situation; providing public services in accordance with the laws.
2. The National Centre for Socio-Economic Information and Forecast  has a legal entity status, its own seal , account, and its head quarter is in Hanoi; operating fund  granted by State budget.
Article 2.Tasks and authorities
National Centre for Socio-Economic Information and Forecast performs the following tasks and authorities:
1. Conduct surveys and collect domestic and international socio-economic information;
2.  Analyze and consolidate feedbacks on socio-economic development policies, mechanisms and legislation  and evaluate their impacts;
3.  Provide information for socio-economic policy formulation and state management;
4.  Provide socio-economic forecasts annually as well as for each plan period; consolidate and analyze unusual socio-economic developments for  producing early warnings and putting forward recommendations to state management bodies for their policy adjustment in the process of national socio-economic strategy and plan implementation;
5. Organize the establishment of socio-economic information system and databases;
6. Provide public services:
a. To deploy scientific research programs in the fields of socio-economic information, socio-economic forecast and warning and other scientific research projects in accordance with the law;
b.  To implement consultancy activities on socio-economic forecast ,warning;
c.  To organize training in the area of socio-economic information, forecast and warning. To compile publications, scientific research works, research documents on socio- economic information and socio-economic forecast and warning in accordance with the law.
7. Research theories and methodologies on socio-economic forecast and warning;
8. Implement international cooperation on socio-economic information; socio-economic forecast and warning assigned by Minister of Planning and Investment;
9. Set up and manage the Centre’s organizational structure, personnel and contracted staff; manage financial resources, assets and budget allocated to the Centre as stipulated by law and decentralized management of Ministry of Planning and Investment;
10. Carry out other tasks assigned by the Minister of Planning and Investment.
Article 3. Organizational structure of the Centre
1.    Department of Information Resources and Development;
2.    Department of General Socio-economic Information;
3.    Department of Macro Analysis and Forecasting;
4.    Department of World Economic;
5.    Department of Enterprise and Market Information;
6.    Department of Information Technology Application Research and Development;
7.    Center’s Administration Office;
8.    Representative office in Ho Chi Minh City;
9.    Socio-Economic Information and  Forecast Journal.
Article 4. Leaders
1.    The Centre has a General Director and no more than 03 Deputy Directors.
2.    The General Director and Deputy Directors are appointed, removed and dismissed by the Minister of Planning and Investment in accordance with the laws.
3.    The General Director regulates functions, tasks, authorities and organizational structure of the units; appoints, removes, dismisses the directors and deputy directors of units in accordance with the laws and as delegated by the Minister of Planning and Investment.
4.    The General Director is responsible for all activities of the Centre to the Minister of Planning and Investment and to the laws. The Deputy Directors are responsible to the General Director and to the laws for all assigned tasks.
Article 5. Effectiveness and responsibility for implementation
1. This Decision shall be of full force and effect as from 14 February 2010.
Repealing the Decision No.186/2004/QD-TTg of the Prime Minister dated 29 October 2004 stipulating functions, tasks, authorities and organizational structure of the National Centre for Socio-economic information and forecast
2. Ministers, Heads of Ministerial-level Agencies, Heads of Government Agencies, Chairmen of People’s Committees in provinces and centrally-run cities and the General Director of the National Centre for Socio-economic information and forecast shall be responsible for the implementation of this Decision.
